OGP Local Athens

On Friday, 22 May 2026, the City of Athens workshop on the commitment Open Participatory Housing Matching Platform took place in the framework of OGP Local and on the occasion of OpenGov Week. The workshop focused on connecting housing demand with available supply, defining transparent eligibility criteria, and outlining the Municipality’s mediation role, while the discussion was structured around the themes of demand, supply, and matching.

Τhe meeting brought together City of Athens officials, representatives of municipal structures and development entities, as well as civil society organisations and other stakeholders with experience in social housing, migration, refugee inclusion, social accommodation, and cooperative housing approaches. This diversity of participants strengthened the participatory character of the workshop and allowed for a range of different yet complementary perspectives to be heard on a highly complex public policy issue.

The discussion took place in a very positive atmosphere and proved highly productive. Notably, the transition from one thematic session to the next was so natural and seamless that some of the scheduled breaks did not ultimately take place, as the discussion remained engaging and uninterrupted throughout the workshop.

Although the operational specifications of the mechanism under consideration did not emerge with the level of clarity that might ideally have been expected at this stage, the discussion did contribute meaningfully to a better delineation of the role that the City of Athens could assume. In particular, it highlighted the importance of a trusted mediation role for the Municipality, one that would seek to bridge housing demand and available supply with transparency, clarity, and institutional credibility.

At the same time, the workshop confirmed the value of the participatory nature of the process, as the different perspectives shared by participants helped bring out both the challenges involved and the key conditions required for the further development of a public housing policy in realistic, functional, and socially meaningful terms.
