Approval of the Action Plan and Strategic Vision of the Municipality of Athens for OGP Local

Athens, July 30, 2025 — The Municipal Council of the City of Athens has approved the city’s first Action Plan and Strategic Vision for participation in the global Open Government Partnership Local (OGP Local) initiative. With this milestone decision, Athens becomes the first and only municipality in Greece to actively embrace the principles of open government at the local level — fostering transparency, accountability, and meaningful citizen participation in the design and delivery of public policies.

The 2025–2028 Action Plan was developed through extensive co‑creation with civil society, the academic community, and social stakeholders. Key participatory milestones included the public online consultation and four thematic workshops held on May 17 and 18, 2025. These workshops brought together elected officials, citizens, organizations, and experts for open dialogue aimed at refining and prioritizing the Plan’s actions.

Commitments in the Action Plan address:

  • Universal accessibility in both physical and digital environments
  • Energy democracy and tackling energy vulnerability
  • A participatory housing supply‑demand matching platform
  • Strengthening transparency and public accountability

The Municipality’s Strategic Vision outlines the goal of building a city that is participatory, transparent, and inclusive, where citizens are equal partners in policymaking.

Implementation and oversight are carried out by the OGP Local Team, ensuring ongoing monitoring, problem‑solving, and adherence to commitments.

This initiative marks the position of the Municipality of Athens as a leading city in the global open government movement, promoting a more just, accessible and collaborative civic space where the voice of citizens has substantial power.
