We are pleased to announce that the Inception Report for the co-creation of the first Action Plan (2025–2028) of the City of Athens under the OGP Local initiative has been published and is now available for review.
The Inception Report provides a detailed overview of the co-creation process for the City’s first Action Plan: from the establishment of the OGP Local working group, the public consultations and thematic workshops, to the development of the strategic vision and the commitments. The report was prepared by the Open Knowledge Foundation Greece (OKF Greece), which has been appointed as the independent Monitoring Body for the co-creation and implementation of the Action Plan. Independent monitoring is a core principle of OGP Local and plays a vital role in ensuring transparency, credibility, and institutional consistency.
Key points highlighted in the Report:
- Establishment of the City’s OGP Local Working Group in November 2024, bringing together elected officials, municipal staff and civil society representatives as the primary coordination body for the process.
- Adoption of a comprehensive hybrid consultation framework, including an online participation platform, four thematic workshops (on 17–18 May 2025), and participation from civil society organisations, vulnerable-group advocates, and public officials.
- Strong focus on broad social priorities, such as universal accessibility (physical and digital), energy democracy and support for vulnerable households, participatory housing policy, and enhanced transparency and accountability.
- Ensuring diverse and inclusive participation, including vulnerable or under-represented groups, through live streaming, sign-language interpretation, targeted invitations and outreach, and a cross-sectoral composition of the working group.
- Commitment to ensuring that collaboration continues beyond planning: the OGP Local Working Group remains active during implementation, with regular meetings, use of digital participation and open-monitoring tools (dashboards, participatory platforms) and public reporting of the Action Plan's progress.
This milestone marks an important step toward fostering a more participatory, transparent, and modern model of governance in the City of Athens.
We invite citizens, civil society organisations, community groups, municipal services and all stakeholders to remain actively engaged in the process, as the next phase - the implementation of the Action Plan - requires collective effort, continuous dialogue, and sustained collaboration.
