About OGP Local

In 2011, government leaders and civil society advocates came together to create a unique partnership—one that combines these powerful forces to promote transparent, participatory, inclusive and accountable governance.

The Open Government Partnership (OGP) includes 75 countries and 150 local governments – representing more than two billion people – and thousands of civil society organizations.

In April 2024, the Municipality of Athens became the first and only Municipality in Greece to join OGP Local.

With the central goal of co-creating the first Action Plan of the Municipality of Athens under the OGP Local framework, the Municipality’s OGP Local Team organized four thematic workshops, which took place on 17 and 18 May 2025 at Serafio, Athens. To join OGP Local, municipalities commit to the principles of open and transparent governance by adopting the Open Government Declaration. Members must meet the Eligibility Criteria and pass the OGP Values ​​Check. Before submitting the first action plan, OGP members should identify relevant government agencies and work with civil society for a clear and open participation process.

The Working Group responsible for the design and implementation of the action plan within the framework of the participation of the Municipality of Athens in OGP Local, was established with the Mayor's Decision No. 294255/18-11-2024 (AD: 9ΦΑΡΟΩ6Μ-ΞΕΤ) and amended with the Mayor's Decision No. 28072/30-01-2025 (AD: 6Ν49Ω6Μ-Ρ90).

In the context of the participation of the Municipality of Athens in OGP Local, following consultations and voting by the OGP Local Team, which consists of elected officials, Municipality executives and representatives of Civil Society, the following selection was made:

WeOpenGov, the network that promotes cooperation between Civil Society and Public Bodies for Open Government, organized its third forum on Wednesday, March 5, 2025. The third WeOpenGov forum, titled “Strengthening Open Government in Greece”, was under the auspices of the Municipality of Athens and the European Innovation Hub for Digital Government digiGOV-innoHUB. Its aim was to promote transparency, accountability and active participation of citizens in decision-making processes, through themes that include the role of Municipalities in co-shaping multi-stakeholder actions and cooperation between public bodies and civil society organizations.

In the context of co-creating the Municipality's action plan with civil society, the OGP Local Team invited citizens and civil society organizations to participate in a public consultation on the commitments that will constitute the Municipality's first action plan. The consultation focused on four thematic areas:


Universal Accessibility on a physical and digital level

Energy democracy / addressing energy vulnerability

Housing and sustainable development

Transparency and Accountability / Participatory Budgeting

 

The consultation lasted until Sunday, May 11, 2025. The proposals and comments submitted are publicly accessible and will be discussed in thematic workshops to follow, with the aim of incorporating them into the final Action Plan of the Municipality.

On May 17-18, 2025, the City of Athens organized thematic workshops at Serafio where civil society organizations were invited to co-create the Municipality's action plan on the thematic areas identified by the OGP Local Team as a basis for commitments that will make up the action plan.

In July 2025, the developed action plan, along with the Strategic Vision of the Municipality of Athens, will be submitted for approval by the Municipal Council and will subsequently be submitted to the OGP Local committee.
